Sure is, needs to be IE 32bit (any version, eg 8 or 7) and it has to be the regular exe file, not the "run without addons" exe.

I've been having problems accessing the hangame website myself, and I tried downloading IE 32bit. But even though it clearly says "32 bit" on the download and the setup, once it's installed it says 128-bit version. And the same errors occure.

Any way to get IE 32 bit?

If you have a 64bit OS, then download the 64bit IE 8 from microsoft and install, then goto your "C:\Program Files (86x)\Internet Explorer" which actually translates to Program files (32bit) but whatever.
That is the 32bit version of Internet explorer. If this doesn't work contact me with anything that might be the problem.

* 서울신용평가의 명의도용방지 설정 상태로 실명확인 되지 않습니다.
* 명의도용방지 설정을 해제하신 후 이전으로 돌아가셔서 실명확인을 다시 진행해주시기 바랍니다.

Don´t know what this means.. Google says:

* Seoul Credit Rating of blindness as identity theft protection settings is not checked.
* Turn off anti-theft and before you go back to the real name please go check again.

What does it mean?

It's a problem with your KSSN. Try another one.
Also, make sure you click the left icon on the beginning (which indicates your 14+)
